The Pentagon has ordered National Guard units to complete civil unrest training, creating a 23,500-member "reaction force" to respond to domestic protests.

A separate 200-member federal "quick reaction force" will be trained and ready by January, able to respond within 24 hours, with a first wave deployable in just eight hours.
